Abstract
The actual problems of the state policy of Russian railways reforming are shown in this article. The features of formation of the policy concerning railway as a natural monopoly are covered. The influence of foreign organizations on the process of reforming is shown. The factors which caused discrepancy and inconsistency of the state policy of liberal reforming of railway transport as a system-forming branch are considered. The author makes a conclusion about inefficiency and inexpediency of the policy of the Russian railway transport privatization.
