Abstract

Urban policy inevitably faces with strife of interests. Interests of builders, authorities and citizens often don`t coincide. Infill development leads to the strife of interests; however it has its pluses and minuses. Demolition of buildings that have cultural and aesthetic value for citizens also leads to the conflict of interests. Construction of aquapark in the city Park of culture and leisure is one more reason for opposition of the power and locals.
