Abstract
The author analyzes the public councils at the federal executive authorities, on the one hand, as a tool for strengthening the competence of authorities in socially important issues. And on the other hand, the author considers the public councils as a tool for social control over its activitiy. The article suggests some ways of improving the system of Public councils taking into account the modern scientific studies, including those on the regional level.
