Political Rule and Political Management in Modern Russia

The paper attempts to assess the main lines of researching problems of political power and political control. The author substantiates intermittent, undulating nature of governance at the level of the Russian Federation that inextricably linked with the theory of political modernization and analysis of political management techniques. Speaking about the situation of political governance in Russia, we have to state the existing crisis of management. This crisis has acquired a universal character, hitting fundamentals of management vertical, horizontal linkages and information flows. Nevertheless, the Russian Federation has very real prospect of long-term scientific and efficient governance and power relations. Growing role of political management as a special type of control in politics is obvious in this process. The need for government regulation, effective functioning of political power, political system and local government assumes implementation of programming techniques of social processes and the introduction of social passports of municipalities in the Russian reality.
