Abstract
The article focuses on the main directions of the programs «Cultural Capitals of the CIS» and «Cultural Capitals of Europe», their similarities and differences at the international level. Authors analyze the role of Russia in these programs, considering that both projects have a positive effect on formation of the ecological culture and the cultural exchange between the countries. The article also contains the comparison of the positive and negative aspects of the implementation of these programs.
