Abstract
In the article the status of public policy in Russia is characterized. A brief description of an index for assessing of the performance of institutions and actors of the public policy (PP) in Russian regions is outlined. The specifics of the state development of the PP are described. The authors show that all PP actors (authorities, entrepreneurs, public figures and non-profit organizations) need to improve the PP culture. Value-cultural making of the PP in Russia is connected with the such areas as institutional development of the dialogue among the authorities and civil organizations; creation of the modern approaches to the education of citizens in the context of their attitude towards the PP; elaborating and applying civic control instruments and expertise of the socially significant programs and decisions; creation of negotiation boards and instruments for the discussion of problems in the activities of actors and institutions of the PP.
