Abstract
The article analyzes the Federal Law «On the basis of public control in the Russian Federation» signed in July 2014. The author analyzes the transformation of the text of the law during the discussion and highlights the key differences in the conceptual apparatus, forms of control, subjects and objects of public control under the draft regulation, and the final version of this law. The author concludes that the transformation of the text of the draft happened not only in terms of the legal technique, but also in the ideological component. Nevertheless this law is really necessary in order to organize the disparate forms of control for the integrated development of this institution in future.
