Abstract
The paper analyzes the formation of the institute of finance in the Russian society in the context of social transition. The author substantiates the position that the complexity of institutional setup in the financial sector is related to the cost of institutional import, and to underdevelopment of market regulators, with the lack of financial culture and competence. The article is concluded by the idea that the institutional framework in the financial sector is defined by regulatory and legal framework and organizational norms, but in the current conditions a deficit of institutional resources of trust and development is revealed, which helps to perpetuate the trend of institutional self-reproduction in the financial sector.
