Abstract
In the article the author argues that in the non-institutional sphere the tendency of structuring of the reflection of the political process operates within the following stages: interpretation of the political performance within the limits of values, norms, installations of national development; unification of the presentation of different vectors in the public opinion and definition of the basic requirement to the state and municipal authority within the limits of the current legislation of the Russian Federation; discussion of this requirement by regional representatives of political parties, acceptance of the political decision and the further presentation of the law or the decision by mass media in the non-institutional sphere of the regional policy.
