Abstract
This article analyzes the transformation of ethno-political system in Dagestan Republic in the post-Soviet period, identifies new trends in international relations, national policies and causation of regional ethno-political conflicts. A special attention is focused on the issue of strengthening the role of Islam in social and political relations. The article shows how the processes of economic, social, political, legal and cultural development of modern Dagestan projected on the ground of ethnic and ethno-political relations. The article emphasizes that even a sharp turn to the foreign Muslim East that took place in the early 1990s, was unable to break strong ties with Russia in Dagestan, which had developed over many decades. It results in saving and developing national and state traditions at present time.
