Abstract
The article is devoted to the major practices of participatory budgeting implemented in more than 15 regions of Russia. These practices, being innovative instruments in municipal governance, are based on the principles of deliberative democracy and involvement of citizens in the budget process. Participatory procedures constitute the key element of these practices and provide positive social and economic effects. An attempt of analysis and systematization of Russian experience in its various versions including Local Initiative Support Program by World Bank, People’s Initiative and People’s Budget was made by the authors. Besides, the publication contains information on the current foreign experience whih represents considerable interest for the governmental representatives of different levels, local authorities, scientists, experts and public. At the present stage, participatory budgeting practices are developing in Russia, and it makes their complex interdisciplinary analysis necessary and timely.
