Abstract
The permanent crisis of the political system determines the nature of the evolution of the political regime. In the Russian Empire a half-liberalization of the autocratic regime (abolition of serfdom, establishment of the State Duma) only slowed an agony of the monarchic system. The crisis and the change of the political system (the system of dual power during the February Revolution, the Soviet system, and the post-Soviet hybrid system as well) facilitated the introduction of exclusive models of the political regime, approval of the substantial (institutional) evolution of the regime as features of its mode.
