Abstract

The interdependence of economic, social and policy spheres creates the situation where the economic crisis and the decline in living standards of citizens threaten the national political system. The Russian political system, which was based on stability of redistribution of income from favorable foreign economic trends through the mechanisms of public social expenditure, now has faced the significant threat of the prolonged economic stagnation. This new situation in economy and social sphere requires rethinking of the concept of policy and a new strategy in the relationship of government and society.
