E- Government or Two-faced Janus?

Abstract
The article critically rethinks the Western concept of e-government. The author concludes that its key provisions are either not implementable or do not have practical value, or are not suitable for Russia. The author considers that e-government has two-faced appearance: innovative and traditional bureaucratic one. The introduction of information and communication technologies does not change, but only alters the system of power relations. To improve the system of state management we need a concept of reform that would take into account social, cultural, political features of Russia. The main emphasis should be placed on combating corruption and increasing the responsibility of officials.
