Abstract

The article focuses on the allocation of the main actors of international conflicts of a new generation and on the analysis of their motivation. The author provides classification of actors and levels of their involvement (from defensive to offensive realism). The events of the Arab Spring and the situation in Ukraine in 2014–2015 illustrate that the role of the state is considerably reduced; thereby the role of non-traditional actors is increasing, including business groups, as well as international terrorist groups. The article concludes that the analysis only at the level of national elites and interest groups does not explain most of the international conflicts and needs more comprehensive multi-level analysis of international processes. The author notes that the decisions taken at higher levels, limit the range of alternatives available for the implementation at the lower levels.
Keywords:
actor, subject of international conflict, modeling of international relations, levels of analysis of international relations
