Citizens Network Reaction to Large-Scale Town-Planning Projects as Display of Specific Forms of Civil Subjectivity

In this article, the author investigates network reaction of citizens to realization of large-scale town-planning projects in Moscow, which are often perceived by a part of the population as intervention in their habitual vital environment. This reaction intends to transform into protest moods and actions that gives reason to consider it as manifestation of a specific form of civil subjectivity, which has both positive and negative sides. The article discusses the possibility of conflict prevention through social and diagnostic studies, monitoring activity in the Internet environment and the application of information and communication technologies. The author proves the necessity of the development of modern models of interaction between the authorities and the population in the urban management system based on material generalization of researches of the network subjectivity phenomenon.
