Humanitarian Aid: Issue of the Principles

Abstract
The author suggests an analysis of the appearing and evolution of the principles that regulate the humanitarian aid. The process of the origin of the normative regulation of humanitarian aid is shown, the factors influencing this process are revealed. The author pointed out that the efforts of the United Nations to regulate humanitarian aid, and attempts to set the regulatory framework are no more than a claim to manage the process of its provision. The necessity of the critical appraisal of the aforesaid principles is substantiated in the view of their historical, civilization and corporative condition ality.
