Abstract
The article shows that intensive pathogenesis of the 1990s resulted in the expansion of the political spectrum to the state up to its inefficiency. It creates the need to bring it to the state of optimal-minimum width. The authors consider the measures, taken on the political level, such as the creation of a party of power with ensuring its dominance in the party system; changing the legislative regulation of the party genesis, increasing the election threshold. It leads to the transformation of the configuration of the party system and the electoral systems, and to the establishment of the dictatorship of the majority on legitimate democratic grounds. From the point of view of the competing political forces, the political system was optimized. However, exists the process of formation of the prodemocratic regime, the institutional support of which is the United Russia Party.
