Abstract
The contradictions growing in the sphere of labor, the process of turning a significant part of workers into social outsiders affect the economic potential of the region and increase social tension. The perceptible imbalance in the system of labor, capital and power negatively affects the level of development of social partnership. The united front of government and business is aimed at blurring the social responsibility of the latter and the formation of myths about social partnership that has not yet become a model of rapprochement and a balance of social interests.
