Abstract
The article discusses the use of risk management for the formation of migration policies of modern states. The author shows the need to use elements of this approach in a complex political environment and the multiplying factors of global instability. From this point of view, the Concept of the State Migration Policy of the Russian Federation for 2019–2025 is considered. The author argues that the migration policy of Russia is largely reactive, and therefore is not able to predict proactively the multiplying risks and minimize their impact.
