Abstract

The large scale of poverty in the regions of Russia is due to the significant inequality of their socio-economic situation, which is recorded as in the process of self-assessment of the financial situation of households and when comparing the rate of wage growth, as well as the extent of arrears of wages. For PFI actors, one of the main challenges is the poverty of the working population, largely due to the growing process of socio-economic stratification. While in some regions this situation is adequately described by the concept of working poor, in others, because of the mass poverty of the working population, it is more appropriate to use the concept of poverty of the working. In the regional sphere of work, a pyramid is gradually being built, based on increasingly growing groups with low wages. The poverty of workers is due to the weakness of external control over the activities of enterprises. The natural result of this situation is the fact that the problem of poverty in the regions of Russia, despite the adoption of state programs to solve it, has been in a «frozen» state for a long time. The solution to the problem of poverty in the Russian regions largely depends on the direction and pace of their socio-economic development, first of all, on the effectiveness of solving the interconnected problems in the spheres of production and labor, as well as on reducing socio-economic inequality between regions. The most important task in the field of work is to stimulate the process of establishing a real social partnership, with fully represented interests of employees, strengthening their negotiating capacity and role in the development of public policy in the social and labor sphere, the main goal of which is to achieve a decent level of wages and quality of life by organizing and stimulating high-performance work.
