Abstract

The article continues the paper printed in Vlast’, №2, 2021. It focuses on one of the key problems in the political history of Russia – the problem of finding and establishing acceptable, organic, natural norms, rules and values in state and public life that correspond with the moral and mental state of the people. This is a multi-level and multi-faceted problem, largely solvable, but ideally unsolvable for the reason that over the centuries, the people and the authorities have numerous unpredictable and difficultly structured events affecting the historical and political process. Political, legal, and value paradigms change under the influence of diverse and contradictory circumstances. The main sources are «Russian Truth» by Yaroslav the Wise, «Russian Truth» by P.I. Pestel’, «The Word about Law and Grace» by Metropolitan Hilarion.
