Abstract

(Dis)factors of civility fostering in contemporary Russia are scrutinized bearing in mind that civility is generally accepted as the mandatory condition and the necessary instrument for social consolidation and societal integration. Civility is viewed as manifestation of integrated political, legal, moral, activist, and pragmatist workflows, that framed the modus of interaction between the state, society and individual. The civility state of things in Russia is analyzed in terms and criteria of the three regimes of citizenship: liberal, republican, and communitarian. The data of the five waves of all-Russian surveys (2018–2022) allow identifying available and latent resources of civility promotion in light of its uncovered inhibitors. The most important of them are the sense of powerlessness in most people, their lack of confidence in political and legal regulation for the benefit of public interest, declining resources of person’s subjectness and agency, decline of citizens values and their commitments to collective action to pursue common good.
