Abstract

The Object of the Study. Money income and cost of living of the population. The Subject of the Study. The conditions of forming money incomes and cost of living in the Arctic Zone of Russia The Theoretical Aspect of the Subject. Regularities of forming money incomes and cost of living in Arctic conditions, and specific traits that affect social policy in the region. The Empirical Aspect of the Subject is based on government statistics, revealing the peculiarities of the conditions of formation of level and structure of incomes of the population in the Arctic Zone, sources of cash income, and factors affecting the cost of living. State development and normative-legal acts have been involved, too. The Purpose of the Study. Analyzing the conditions influencing the formation of the level and structure of money incomes and cost of living in the Arctic Zone of Russia in today. The Main Theoretical and Empirical Provisions of the Article. The paper discusses the specific conditions of forming money incomes and cost of living in the Arctic Zone today. The author analyses the peculiarities of the Arctic economy, its labour market, the system of state guarantees for workers in the Arctic Zone as well as the role of various economic activities in forming incomes of the population. Comparative characteristics of the level and structure of incomes of the population of the Arctic regions of Russia according to the sources are given. The peculiarities of forming the cost of living of the population in the Arctic regions, a form of expression which is the subsistence level and the factors influencing its level have been shown. Comparative characteristics of the subsistence minimum in the Arctic regions and its relation with the income are presented.
