Abstract
The role of migration in the settlement and development of regions in the Far East is analyzed. A number of resettlement strategies used in the state resettlement policy in historical retrospective provided the migration growth of the population. It is shown that the migration policy has been designed and conducted based on a thorough scientific analysis of migration processes, their patterns and consequences. Measures to support the economic development of the region were of the greatest importance. The role of economic development of the region in solving the problems of settling in the Far East has been shown, a more detailed analysis of the period from 1970 to 2010 with the involvement of census data in particular. Due to the presence in the materials of all-Union and all-Russian censuses of unique data on migrant stock as a whole (not the natives) and individual stocks (the oldtimers, new settlers), the «tradition» of migration attractiveness of the regions has been assessed. Features of migration processes in the region are discussed. According to the census from 1970 to 2010 a migratory connection between subjects of the Far East and economic regions of the RSFSR, their main activities and distress have been shown, the most typical being migration, and not intra connections which is typical for all other economic regions of the Russian Federation. The conditions of success of the system of material incentives for the settlement of reclaimed areas in the postwar USSR have been analyzed. The diversity of rural to urban migration has been shown. In the far East, unlike other regions of Russia, the opposite flows of migrants between rural and urban areas are similar. However, the level of intensity of intercity and rural-to-urban migration, though equal, is the highest (2 times higher than in Russia on average). It is proven that high concentration in the population is not local natives (migrants), determined a quick orientation to travel in the beginning of the socioeconomic shocks. Unique materials balances of labour resources from 1970 to 1989 are used to confirm the hypothesis about the formation and presence of high level of migration potential on the territory of constituent entities of the Far East in the Soviet period. The assumptions about the presence of migratory potential for contemporary settlement in the region and the role of natural movement for the growth of its population have been made.
