Abstract

The main problem is the long-term large-scale outflow of the population from the region connected with the low standard of living and the general instability of the social and economic situation. As a result, in the last decades more than two million people left the region. With the beginning of the third decade of post-Soviet reforms, the Far Eastern vector once again intensified, and the idea of developing these territories was again updated and included among the four main strategic priorities of state policy. The Jewish Autonomous Region, as one of the subjects of the Russian Far East, to a lesser extent than other Far Eastern territories, is experiencing all the consequences of a large outflow of population. At the same time, the prospects for its social and economic development are directly linked, among other things, to the availability of highly skilled manpower of working age, to develop the economy of the region.
