Abstract

The article is devoted to the analysis of forms of public-private partnership, applied in the sphere of higher education in Russia and abroad. The author considered various approaches to the definition of the concept of public-private partnership(PPP), reviewed the forms and mechanisms of public-private partnerships used in higher education. The Object of the Study is the sphere of higher education within the framework of interaction between the state and the private sector. The Subject of  the Study is the application of forms of publicprivate partnership in higher education in Russia and abroad. The Purpose of the Study is generalizing the results of a comparative analysis of the forms of public-private partnership that are successfully applied in higher education in Russia and abroad. In accordance with the purpose, the research objectives are formulated: Analyzing the international experience of implementing mechanisms of public-private partnership in the field of education. 2. Assessing the current state of application of forms and mechanisms of public-private partnership in the sphere of higher education in Russia. Identifying the directions of interaction between the state and the private partner in the framework of implementing public-private partnership projects, taking into account the generalized foreign and Russian experience. Basic Theoretical Provisions of the Article. The article considers the main approaches to the definition of the concept of "public-private partnership" in different countries, principles of classification of forms of public-private partnership used in the sphere of higher education in Russia and abroad, and compares the mechanisms of public-private partnership. Based on the results, a general classification of forms and mechanisms of public-private partnership applicable in higher educational establishments is proposed, and directions for interaction between the state and private partner are substantiated in the framework of implementing public-private partnership projects in higher education. Defining effective mechanisms of public-private partnership for the higher education in Russia sector will allow: to attract investment for the modernization of the material and technical base of educational institutions reducing pressure on the state budget; to increase the efficiency and quality of the services provided; to attract up-to-date technologies; to distribute risks between the state and the private partner and optimize time costs.
