Abstract
The author reveals the essence of the unstable employment (including the characteristic by the International Labour Organization). Regulating the unstable employment of the population in current conditions, the influence of system of economic laws and a number of the federal laws covering aspects of instability of employment are presented. Three levels – federal, regional and local are considered in terms of which the regulation of the employment instability is substantiated. Moreover, each of them is presented by three sections - scientific, legal and empirical.
