Abstract
The Purpose of Study is identifying the problem areas of implementing the economic activity of youth aged 15 to 29 years. Subject: Sociolabour relations causing particular signs of the economic activity of the Russian youth (EAY).
The Main Hypothesis is that, along with the factors contributing to the growth of the EAY, there are major problems in its implementation, the identification of which will adjust the state employment policy including its youth segment.
Methods of Investigation: analysis of state statistics on labour and employment issues as well as the data of a special study on the transition of young people from school to work (SWTS); youth groups by age groups in relation to the economic activity, by employment status, etc.; a quantitative estimation of various groups of economically active and economically inactive young people; a comprehensive description of the profiles of young people exposed to various constraints in realizing their economic activity, and others.
The Peculiarities of Displaying the EAY: unfavourable demographic trends reduce its share in the economically active population of the country along with the growth of its economic activity and the outstripping growth in employment; the relative decrease in employment of middle and senior age groups of young people in the areas that have the most significant impact on the development of human potential and creating the material basis of productivity growth compared with the whole employed population; mismatch issue of education and the structure of employment within groups of young people with different stages of education; reducing the effectiveness of youth employment as a result of its lower, than in the whole economy, the average monthly gross wages and salaries; widespread instability among youth employment, its long transition to a stable and satisfactory employment, resulting in labour and social rights of wage and salaried workers among young people being more vulnerable than the average in the working population; a high proportion of temporarily unemployed and economically inactive young people, of those who are not working and not studying; high youth unemployment that is significantly higher than the level among the total economically active population; high role of the direct interaction of the youth with employers and a low employment role of the official specialized institutions; the greatest difficulties with employment of youth that have graduated from educational establishments who had not been working before.
Conclusions: the need for an active demographic policy aimed at the growth in the number and proportion of the young generation in the structure of the population of Russia; concentrating economic activity of young people in the areas that have the greatest impact on human development and the creating the material base of labour productivity growth; creating conditions for the reduction of employment instability, including youth unemployment.
