Abstract

The paper deals with the theoretical and methodological aspects of the study of migration processes, the "Labour migration" in particular;  approaches of foreign and home scholars on the definition of the concept of "migration" are formulated. The features, motifs, distinctive properties, types, signs of labour migration are considered. The structure of labour migration, includes three streams: 1) labour immigration or entry of foreign labour; 2) labour emigration - leaving abroad to earn; 3) internal (intrastate) labour migration, which are described as a single interconnected and interdependent process. Current demographic situation in Russia is analyzed. Today the demographic situation in Russia is considered by some experts as crisis because in more than half of the administrative regions of the country there is an absolute population decline (including the Republic of Bashkortostan). Prevailing negative depopulation processes in the field of demography lead to a reduction of labour potential, in  the period of  2006-2026 the population of working age will decrease by 16.4 million or by 18%, but the greatest reduction will touch the ages 15-29; by 2026 the expected reduction in the number of economically active population  (at the age of 15-72) will be 9.2 million. Taking into consideration the current demographic situation, structural changes in the economy of the Russian Federation, the study of  labour migration (both external and internal Labour migration) and their impact on the development of the regional economy is of particular importance. Despite the fact that there is a significant number of scientific papers devoted to the study of migration, conceived aspects of external and internal labour migration in Russia at the regional level have not been studied properly.
