Abstract
From 2009 to 2013, the Russian economy showed stable growth rates. However, realities that the country had to face in 2014 (aggravation of the international situation, the imposition of sanctions and the decline in world oil prices) led to the deterioration of the macroeconomic situation.
The Object of the Study is household incomes.
The Subject of the Study is the relationship of income and housing market.
The Empirical Aspect of the Subject is the analysis of dynamics of incomes and the housing construction market of Russia.
The Theoretical Aspect of the Subject is the development of recommendations on forming the Institute of building savings banks.
The Purpose of the Study is to determinng the interdependence of income and development of housing construction in the conditions of unstable macroeconomic situation. The article presents the analysis of the main macroeconomic indicators for 2008-2015, which showed a negative trend in recent years. The result was the deterioration of the socioeconomic situation of the population of Russia and, accordingly, changes in the structure of income. The trend of strengthening the role of wages in the formation of the total monetary household income is obvious as well as the decrease in business activity of the population. A decline in all components of real disposable incomes has given serious negative consequences for household consumption. The relationship between the housing market and the real incomes of the population has been analyzed. The experience of developed countries shows that housing can become a "locomotive" of growth in related industries and have a positive impact on the growth of real incomes of the population. In the context of high housing prices and lower real incomes of households we need looking for new institutions, the implantation of which will allow households to become homeowners even in the face of macroeconomic instability. One of such tools that will allow you to use the internal resources without resorting to external borrowings, may become the Institute of building savings banks. It is actively used in European countries. The experience in the implementation of it is considered in this study. Thus, despite the intermittent dynamics of macroeconomic indicators, prospects of development of the Russian economy is associated with its modernization, the increasing role of the housing sector, expanding domestic and foreign markets for the formation of socially-oriented economy.
